Background and Objectives

Service Corps Programme (Phase VIII)

Many of us were moved by the selfless act of Hong Kong volunteer Mr WONG Fuk-wing for his unreserved commitment to helping the orphans in Yushu, Qinghai. Many Hong Kong people have long been passionate about voluntary work and rendered volunteer service in both Hong Kong and the Mainland.

The Chief Executive announced in the 2010-11 Policy Address that a “Service Corps” (hereinafter referred to as “the Programme”) would be formed under the programme area of Youth Development. Financial support will be provided for senior secondary school leavers, tertiary students and working youths aged between 18 and 29 to serve in underprivileged areas in the Mainland for 6 to 12 months. The scope of service includes teaching, and knowledge training on hygiene and environmental protection, etc.

Objectives of the Service Corps

The aims of the Service Corps are youth development and provision of assistance to those in need in the Mainland. It seeks to develop Hong Kong young people’s tenacity and potential, encourage them to serve others and contribute to the country, and to increase their understanding of the country, enhance their sense of national identity, and at the same time, promote volunteerism.
